The member representing Hawul/Askira-Uba Federal Constituency of Borno State in the House of Representatives, Dr. Usman Midala Balami, has expressed hope for the creation of Savannah State out of the present-day Borno State as imperative and will see the light of the day describing the proposal as a win-win situation for the people of Borno State and Savannah State in terms of resources utilization.
Dr. Usman Midila Balami, made the call in Maiduguri, during the public hearing by House of Representatives Committee on Constitution of the 1999 constitution which took place at Muhammad Indimi Hall University of Maiduguri on Saturday.
He said that Borno has the largest population and the highest number of local government areas in the Northeast and with the creation of Savannah State, Borno State it’s self can easily manage the population, resources allocation and utilization effectively and can also curtail the security situation in a model that can be easily be coordinated.

He then stated that, effective governance and efficient resource management can only be achieved by reducing the size of administrative units, as smaller the component, the more efficient and accountable its management.
The Law maker emphasised that the agitation for Savannah State is not a divisive move but a strategic step for development, peace, and equitable governance.
Dr. Balami described Southern Borno as the most-deserving zone for state creation across the Northeast, citing long-standing marginalisation, population density, and underdevelopment.
He then call on citizens of Borno State that the agitation and yearning for the creation of Savannah State is a clarion call for all lovers of democracy either from the Northern, Central or Southern part of Borno to support the move.
