The Borno State Executive Council, chaired by Governor Babagana Umara Zulum, during its maiden meeting for 2025, approved the renaming of the Borno State University (BOSU) after the first indigenous Governor-General of Northern Nigeria, Sir Kashim Ibrahim.
This was one of ten resolutions reached during the meeting, according to the Commissioner of the Ministry of Information and Internal Security, Professor Usman Tar, while briefing journalists after the meeting, which lasted for the whole day.

According to the Commissioner of Information and Internal Security, supported by his Education counterpart, Engineer Lawan Abba Wakilbe, along with those of Works, Engineer Mustapha Gubio, and Professor Baba Mallam Gana of Health and Human Services, other resolutions reached during the State Executive Council meeting, after consideration of forty-two memos, include the approval for street naming and house numbering in the state capital and other parts of the state. This, according to the Commissioner, is part of the urban renewal program of the present administration, which should be reflected on Google Maps and will commence immediately.
Another resolution of the council is the dualization of the road leading to the Muhammadu Buhari International Airport, Maiduguri, as part of the state government’s contributions for the immediate commencement of international flights. As the state government had earlier contributed firefighting trucks, a building for part of the terminal, and the provision of Hilux vehicles.
Other decisions of the council include the construction and upgrading of schools and educational infrastructure within the state capital and other parts of the state, including the construction of a Sangaya school at Gamboru Ngala, and the completion of a Higher Islamic College.
Also, the council, during the meeting, approved the construction of healthcare facilities within Maiduguri, Askira Uba, Magumeri, Jere, Gubio, Dikwa, Kaga, Kukawa, and Shani local government areas.
The meeting approved the installation of digital infrastructure at the Musa Usman Secretariat with the capacity to ensure instant connection to Government House, known as E-Cabinet. This is to reduce the wastage of time and resources in terms of physical attendance at meetings.
The council approved the construction and repairs of major roads within Maiduguri township and other locations across the state, especially the Kasuwan Shanu Road and the Dikwa-Gamboru Ngala Road, among others.
The council, according to Professor Usman Tar, has also approved the purchase of heavy-duty machinery for urban and rural road, housing, and health center construction, to reduce costs and align with the resettlement program of the present administration.
The state council has also approved the establishment of a quarry in Pulka, in Gwoza Local Government, to assist in easing access to construction materials.
During a question and answer session, the members of the State Executive Council took turns and shed more light on some of the resolutions of the council as they affect their respective ministries.
Earlier, during the opening session, Governor Babagana Umara Zulum disclosed that the present administration has achieved a lot during the 2024 fiscal year, as tremendous developmental strides have been recorded, and assured that more would be achieved this year.
He commended his deputy and members of the State Executive Council for their support ,to his administration and urged them to maintain the tempo for the continued growth and development of the state.
He assured that he would utilize the budget just assented to, amounting to over six hundred and fifteen billion naira, judiciously. Regarding the recent flood disaster that wreaked great havoc on the state, the government will study the reports of the two high-powered committees on the Assessment of Alau Dam collapse and that of Relief Disbursement and take all the necessary measures to avoid future recurrences of such a calamity.
