MTEF Submit MTEF for scrutiny before budget presentation- Kano Speaker

Kano state house of house of assembly (KNHA), has charged the ministry of budget and planning, to submit the medium term expenditure framework (MTEF), report for scrutiny by the legislators, before inclusion into the proposed budget.
The speaker Kano state house of assembly, Alhaji Isma’il Jibril Falgore, made the call while declaring open a workshop on the development of 2024-2026 MTEF., organized by Kano state ministry of budget and planning.
Represented by his deputy, Alhaji Muhammad Bello Butu Butu, he stressed that, going through the MTEF report, would solve problems of omission, under funding and over funding, to avoid reducing or increasing the budget estimate by the house, after presentation by the executive.
He attributed failure of some MDAs, to capture grants and interventions by donor agencies in their performance report, as a major catalyst to low budget performance.
The speaker urged revenue generating MDAs, to do everything possible in ensuring improvement on internally generated revenue (IGR), saying that, it would pave way for government to fulfil it’s campaign promises, to enable citizens enjoy the dividend of democracy.
“KNHA will apply drastic measures to block all revenue leakages to move the state forward ” The secretary to the state government, Alhaji Bappah Bichi pointed out that, the session which is the first of its kind under the present administration, would provide a basis for the budget circle of MDA’s.
While commending the media, CSOs and development partners,he advised ministries and departments to ensure that, meaningful projects are captured in the 2024 proposed budget.
In his welcome address, the commissioner Kano state ministry of budget and planning, Alhaji Musa Sulaiman Shanono explained that, KNSG was committed to improving the living standards of it’s citizens, through the process of transparency, accountability and prudence in spending resources, as enshrined in the public financial management (PFM),law 2020.
He described collaboration between executive, legislature, judiciary and citizens, in coming up with development plan, sector plan and well articulated annual budgets, as one of the effective ways of ensuring effective service delivery.
“This led to the review and approval of the state M&E policy, re-establishment of the monitoring and evaluation department at MoPB, and the development and use of Kano state result framework, in measuring sector performance” Some of the representatives from the CSOs supported by PERL Comrade Safiyanu Lawan Bichi, Dr. Abdulsalam Kani, Akibu Hamisu, raised concerns on the need to pass the social protection bill,timely implementation of projects, improving budget credibility by not tempering with MTEF, data generation to ascertain the level of IGR generation and avoiding leakages.
The reform manager PERL (ARC), Alhaji Auwalu Hamza, emphasized the importance of competence and diligence in civil services, and advocated for the creation of a robust civil service institute, that would provide training and development opportunities.
The workshop attracted KNHA principal officers, commissioners, heads of government agencies and parastatal, development partners, CSOs, traditional leaders,media and all relevant stakeholders.
