Borno State Governor to Enforce Strict Adherence to 2025 Budget

The Borno State Governor, Professor Babagana Zulum, has announced that no project outside the provisions of the 2025 budget will receive approval.
Zulum made the declaration during a town hall meeting on the 2025 budget, organized by the Ministry of Budget and Planning in Maiduguri.
Represented by the Deputy Governor, Alhaji Umar Kadafur, the Governor emphasized that the government would prioritize citizen-driven needs in implementing the upcoming budget.
“I will not approve any project that is not captured in the 2025 budget, stressing the importance of strict compliance with budgetary provisions to ensure effective fiscal management” Zulum stated.
He urged the participants to align their budgetary projections with the state’s 25-year development plan and 10-year strategic initiatives.
Commissioner for Budget and Planning, Dr. Babagana Malumbe, said the aim of the meeting is to have meaningful engagement with critical stakeholders to assess and consider financial plans with a view to uplifting the socio-economic development of the state.
He noted that the government’s policy focus for 2025 would be on completing the return and resettlement of displaced persons, rebuilding public infrastructure damaged by floods, and improving healthcare, education, and human capital development.
“This town hall meeting reaffirms our commitment to transparency and accountability. The budget should reflect the needs and aspirations of our people, and your input is crucial in shaping the 2025 budget,” Malumbe stated.
He called on participants to contribute meaningfully to ensure that the Medium-Term Sector Strategy (MTSS) is comprehensive and aligns with the state’s development goals.
